# Bowman, Supervisory Modernization After Silicon Valley Bank

## SPEECH DIGEST

Bowman's Bangkok speech is entirely supervisory policy: preliminary findings from the independent review of the SVB failure she commissioned, and what it means for Fed supervisory process and for the BCBS and FSB. No monetary policy, no rates, no outlook. The new content is the preliminary review's conclusions: supervisors knew about SVB's interest rate and liquidity exposures at least nine months before receivership, the failure was about accountability and decision rights rather than tailoring or social media, and international bodies copied flawed US reports nearly verbatim.

**What’s new: **Nothing for rates. What is new is the substance of the preliminary independent SVB review: a direct rebuttal of the Barr report, explicit rejection of the statutory tailoring and social media explanations, the nine-month knowledge gap, the count of 54 MRAs/MRIAs none of which addressed core financial risk, and an unusually blunt accusation that the BCBS and FSB lifted language nearly verbatim from incomplete US reports. That is a clear signal the regulatory work stream built on the 2023 post-mortems is being unwound. The market already knew Bowman's deregulatory direction; the evidentiary basis for it is the delta.

### KEY FINDINGS

- The review concludes the failure was caused by supervisory accountability and decisionmaking problems, not statutory tailoring, regulatory changes, or social media. Removes the intellectual justification for Basel Endgame-style capital add-ons and liquidity rules written off the 2023 stress, which is supportive for bank capital returns.

- Bowman says the BCBS and FSB 'relied unquestioningly on incomplete reports' and that their work based on those results 'was not justified.' A sitting Fed Vice Chair for Supervision, who also chairs the FSB's supervisory standing committee, is publicly delegitimizing international standard-setting output: expect US pushback on pending global liquidity and IRRBB work.

- SVB had 54 MRAs or MRIAs between 2019 and failure, none requiring the bank to address its core financial risks. Frames the coming shift away from process and governance findings toward fewer, more material actions: lower compliance burden for regionals.

- The Board's fall 2025 Statement of Supervisory Operating Principles has been refined to incorporate the review's lessons, and the Fed is 'considering ways to enhance our supervisory decisionmaking framework.' Concrete process changes are coming, but the speech does not specify what they are or when.

- Zero monetary policy content: no mention of inflation, labor market, or the policy rate. Nothing here for the front end or the January meeting; do not trade this.

### FROM THE DOCUMENT

The preliminary review also corrects earlier mischaracterization that social media was to blame for the run on SVB, and that the Fed's failure to act was caused by statutory tailoring or regulatory changes.
SVB had 54 matters requiring attention or immediate attention between 2019 and the time of its failure, yet none of those supervisory findings required the bank to address its core financial risks.
The independent review found that both the BCBS and the FSB took language nearly verbatim from other reports published in the United States that were not based on complete or accurate information.
Now, with the benefit of more comprehensive evidence and analysis, we can see that the international bodies' work based on prior results was not justified.

Speech At the Bangkok Economic Festival, Reinventing Bretton Woods Committee, Bangkok, Thailand

Thank you for the invitation to join you today. It is good to be with you to discuss ensuring that the global financial system is positioned to adapt to the changing economic environment. 1 The pace of change has been brisk. Our financial system is evolving rapidly. Therefore, it is important that we periodically review our regulatory and supervisory frameworks to consider how to best keep pace with that evolution. Today, I will discuss three related aspects of supervisory modernization. First, I will describe some lessons learned from a newly released independent assessment of the failure of Silicon Valley Bank (SVB) about the importance of timely supervisory action.
